Outlook 2000 & Exchange 2003 w/large files

We are in the process of migrating to Ex2K3 and have
noticed that our users running OL2K are locking up when
trying to open attachments 1MB and larger. Our OL2K3
users are not having this problem. Multiple users,
multiple systems. The same messages can be opened with
OWA without any problems.
Has anyone else seen this?

And now it gets good. I had one of my affected users who
is running OL2K on Win2K sign into a WinXP system, she
was able to open large e-mails. Just as a reference
point, the message size is ~2M, it has 3 jpg's that are
~833KB each. On her Win2K system OL will lock, go to not
responding and never come back. She tried over lunch one
day, it was still hung over an hour later. The OL
versions and patch level are the same on each of the
systems, they are the same system plugged into same
switch. The only difference is the OS.
