Outlook 2000 - Locking when receiving e-mails with attachments

In our office it seems if the computer has Windows 2000
or XP Outlook "Hangs" when an e-mail with any sizeable
attachments is being delivered. Then when opening the
attachment it will "Hang or Lock" while downloading the
attachment. The irritating part that it never use to
lock when the e-mail was being delivered and now with
Windows 2000 or XP it hangs while delviering the e-mail.
The interesting part is that anyone who's still utilizing
Windows 98 does not see this issue.

Is there a setting we can change? Can anyone help?

Having the same problem too. I noticed that I can open the same email in Outlook Web access and download the attachment just fine. I am thinking it could be a blocked port. Port 80 is allowed on our network(which could explain why it works over OWA) but most other ports are being blocked on the router.

I am stumped. Hopefully someone has an answer.
