Outlook 2000 on Windows 2003

I have installed Outlook 2000 on Windows 2003 and did not
recieve the usual prompt during the creation of a Outlook
profile to ask if the user "travels with this computer"
further more if I go into services in Outlook, then into
Exchange server properties and then advanced the option to
create a Offline folder is not there either. Does anyone
no a workaround/solution for this?
