Check the following:
Tools / option / mail setup / send&receive button /
Here, if you haven't set up a "group name" do so. If you have,
highlight it and click on "Edit" and and then select "account properties"
and check all the settings for accuracy. On the "outgoing server" tab, many
accounts require that you check "My outgoing (SMTP) server requires
authentication" -- you could try this if everything else is set properly and
it still doesn't work.
I've just gone through all this for the first time, and it took a while.
Outlook Express was automatic, but Outlook was another story. I use
SBCGlobal.net for my ISP, and their help site was unbelieveable helpful --
even for MS specific products -- took me through the exact set up
procedures for my specific operating system and version of Outlook.

I just installed DSL service and want Outlook 2002 to be mail client.
Under Test Account Settings, Outlook can't (a) Find incoming mail server
(POP3), (b) Log onto incoming mail server, or (c) Send test e-mail message.
I've set all the right settings about 10 times. And Outlook Express
connects with no problem. Any ideas what the problem could be? Before
this, Outlook was also developing an inability to Send through my MSN
account too. Could Inbox be corrupted? Thanks in advance!
