outlook 2002 dialer error message

When I try to use the automatic phone dialer, I get a
message "An internal error occurred in the automatic
phone dialer. Close the Dial Phone dialog box , and then
open it again."
Modem cable is connected to phone line.
If I change dialing properties from IPCONF LINE to H323
Line I get "the call cannot be completed as dialed"
Any ideas?
