Outlook 2002 Favorites won't expand

Has anyone had a problem with expanding the Favorites in Outlook 2002. Click on favorites and it won't expand the menu. File/View/Tools/Action/Help all will expand. Seems to be a problem with the users profile, I login as a different user and it works fine. I tried removing and readding the profile with no luck. Tried reinstalling and uninstalling/reinstalling office xp with the same results.

Any ideas?
