Outlook 2002 - Insert file as shortcut (hyperlink)

Hello!
Is there a way to enable the "insert file as shortcut" function in Outlook
2002? This is avaliable in Outlook2000 (before SR1 anyway), and in Outlook
2003 it seems...

It is only available when you are using Rich Text format. To change your
format choose Tools-> Options-> tab Mail Format. Please note that lnk-files
are blocked in Outlook by default. You can use file:///c:\test file.txt to
create shortcuts as well place them between brackets < > if the pathname
contains spaces.
