How do I change the setting of an email marked as Junk to
that of Not Junk?

click tools on the menu bar and select rules wizard.
remove the check mark from messages received from xyz
move to junk.

If you're using the built-in junk mail filter, there's nothing you can do
because the contents of the filter can't be changed. Try employing
SpamBayes (http://spambayes.sourceforge.net/) as your junk mail filter and
turn off Outlook's.
