Outlook 2002 Rules Wizard Problem

When I try to open the rules wizard I get the following message:
The command is not available. Please see the documentation about how to use
this extentsion. I looked within Outlook's Help and this is nothing there
about it. How do I install the Rules Wizard? Oh and I looked on the Office
XP CD and did not find it listed within the Outlook files.
