Outlook 2002 sends mail using non-default account

I have been scratching my head trying to figure this out. I use Outlook
2002 for my e-mail duties. Inside O2002 I have two accounts: one for an
Exchange 2000 server and one for a SBC POP/SMTP server. The SBC server
is set as the default e-mail account. O2002 seems to ignore this and
sends all e-mail using the Exchange server. How can I truly make the SBC
server the default server?
