Outlook 2002 shortcut bar

I am unable to create afolder shortcut from the list to the shortcut bar.

I get the message:
Unable to add the shortcut icon. Path does not exist. Make sure the path is
correct.

I don't see anything relating to this in the knowledgebase. Can anyone shed
some light on this?

Outlook 2002 SP3 10.6515.6714.
