Outlook 2002 SP3 cannot make hyperlink or embed photos - re register something?

I have Outlook 2002 SP3 and I cannot make hyperlinks anymore as I once
did. In fact I cannot embed photos in emails. I have reinstalled
Outlook which did nothing. I used to be able to do all of this and
then poof I could not.

Something like this happened on another computer I owned years ago and
I had to re register something.

Any ideas?
