Yes they can.
If you are referring to outlook accessing an exchange server (usually in a
corporate environment) then Entourage can access the same mail account and
synchronise mail, contacts and calendar events and can access many shared
resources (with some limitations).
For external accounts, (POP & IMAP) Entourage has much better support and
standards compliance that Outlook does, not to mention a much more
user-friendly interface.
