Outlook 2003 and prevent creation of welcome message

I am trying to prevent the creation of the welcome message when a new user
starts Outlook 2003. Has anyone found a way to do that yet? The OS is
Windows 2003 and is being used in a Terminal Services environemnt.

Thanks for the response, I've actually tried that and it doesn't seem to be
working. How can I add that to the default profile and make it work? I've
tried editing HKU\.default but that doesn't work.
