I am unable to send or receive any zip files with my new
outlook 2003. I even deactivated Norton Anti virus and set
the lowest security levels in Outlook.

I get a messaeg toi the effect "Potentially dangerous
material has been quarantined'''

Any help would be greatly appreciated

Are you sure the message states that? If it is Outlook's attachment
blocking feature, it generally states that access has been blocked and not
quarantined. You can take a look at
http://www.slipstick.com/outlook/esecup/getexe.htm for additional
information.

If it isn't Outlook, I would definitely look to 3rd party software or your
ISP/company e-mail provider and ask if they block/strip items like zip
files. (some will because there have been worms that are tucked into
password protected zips and the message text tries to entice the
unsuspecting user to open the zip with the enclosed password.)
