Outlook 2003 autoarchive

Howdy,
We have Outlook 2003 and Exchange 2003. Autoarchive is turned on all the stations to archive anything older than 6 months, all items are included in the archive. However the archive folder is blank, even when I force it to archive all folders, Outlook creates subfolders in the Inbox but there's nothing in it. It's like this on all the stations. I have not found any other command on Outlook that may govern autoarchive or manual archive, could it be a setting on the Exchance 2003 server? Thanks in advance.

AutoArchive works off the Modified date of the item, rather than the received/sent/saved
dates. Is it possible that the items were all modified (such as being
moved to sub-folders?) within the last 6 months?
