Outlook 2003 AutoComplete not working!

Please help this is a tricky one for me.
Outlook 2003
Address autocomplete begins to work. Meaning it works as long as you have
outlook opened. As soon as you close outlook and reopen it all the names in
the auto complete list are gone and you are starting from scratch.
I've tried disabling this feature and rebooting then re-enabling it. Still
once outlook is closed the list is gone and autocomplete starts to collect
addresses anew.
Does anyone know where these addresses are stored? What the file name is.
I'm thinking maybe this user doesn't have rights to create that file, or
maybe that file is corrupt?

Please help.

Yes, Thank you, I did find this name on an office web site.
I did a complete search of the hard drive and found no such files. (yes I
had all search and views turned on)
Is it having trouble creating this file?
How do I know?
What do I do?
