Outlook 2003 - Can i set permissions on folders and all the subfolders ?

LS,

1) Is there a way to set permissions on a folder and all the subfolders ?
I have under my Inbox a large group of Subfolders.
I want to give an other user rights in the folder.

2) If that person has rights and he copies a new folder in one of mine. Does
that folder inherit the new permissions ?
