Outlook 2003 cannot send email in western european iso

Im using outlook 2003 sp1 and when i try to send email in western european
iso ( manuel select, auto select disable ) the email is convert
charset=utf-8 and the remote email client receive strange char. If i send
this email through outlook express i dont have this issue.

Does anyone got this problem before ?
