OUTLOOK 2003 CANNOT SEND

Messages in Outlook cannot be sent intermittently.
Generating new messages will be sent, leaving other's in
the outbox. Forwarding or cutting/pasting from the unsent
messages has no effect, but typing and sending identical
messages will send.

No such problem with Outlook 2002. No errors noted in log
file. All accounts show 0 messages to send, but program
queries shutdown with messages in outbox. Seems to be an
Outlook 2003 issue.

Same problem. When I try to send messages, they just stay in the Outbox in
2003. They are not in italics and when I push the send button, the italics
do not come up and they just remain in the Outbox after pushing Send All.
Scanpst did not help.
