Outlook 2003 Contacts

There used to be a way to add people to contact upon
replying to their message. Is there a way in 2003 to add
them to safe senders upon reply?

No. That was only a feature in the old IMO mail support mode of Outlook
98/2000. You can create code to do the same thing:
