Outlook 2003 Default Mail Format

Someone told me that MS has changed the default format for emails to plain
text in 2003. I'm not sure I accept that answer since they have included
the new filtering programs and like to use Word as the default email editor
as well as are building everything in XML and .NET. Doesn't follow that
logic.

Can someone confirm this default setting?
