Outlook 2003 does not publish free/busy

I have two installations of SBS 2000 with Exchange 2000 and a couple of clients running Outlook 2003. The free/busy information from the Outlook 2003 clients does not publish automatically. I even tried publishing to a folder with no luck. I asked this question on Channel 9 and no Microsoft person responded. Can anyone help
