outlook 2003 failed to block an image

i recieved a spam today that contained an image. I did not see the usual
'click here to download pictures' but instead i was presented with the
picture. the IMG tag contained a malformed url that looked like this.
<IMG SRC="cid:!cid_c.gif"width="297" height="188">

cid indicates the image was included in the message, it was not downloaded
from a web server.
This is how a blocked image is coded:
