Outlook 2003 Import and Export Wizard is empty

Howdy

Im using a Office2003 installationpoint and everyone who installs the
package gets this same error:

When they choose "File" -> "Import and Export" then the menu that
appears is completely empty.

Nothing in there at all.
The installation type is a complete install with EVERYTHING selected
so I guess its not because the lack some components.
If I do a repair from "add remove programs" the list gets populated
but thats not exactly the solution im looking for.

Its a standard MST unattended installation.
