Outlook 2003 Message Tracking

I have a user that want to receive delivery reports and read reports on all
e-mails that he sends out. In Outlook, when I got to Tools, Options, E-Mail
Options, Tracking Options, the screen is totally grayed out and I can not
select the Read Receipt or Delivery Receipt.

Does anyone know how to get these options back?

Are you using Exchange server? If not, delivery receipts don't work, from
what I understand.

Or, has this possibly been disabled via Group Policy?
