Outlook 2003 navigation bar and shortcuts on Windows XP Profession

In previous versions of Outlook it was possible to add groups and shortcuts
to the Navigation Bar.
This does not seem possible in 2003. How can the above be done in 2003.

Use the shortcut pane - Ctrl+7 if the shortcut icon is not visible.
