Outlook 2003 not archving subfolders properly

Hi,
Running OL 2003. They want to archive items older than Februrary 29th in
both the Inbox and the subfolders.

So they Click File->Archive and then select "Archive this folder and all
subfolders". So then they highlight Inbox.
Then in Archive items older than they select Februrary 29th.
They click Ok.
What appears to happen is in the Inbox all items older than Februrary 29th
are removed and archived(is what they want) but in the subfolders email
older than Feb. 29th still remain.

On the second archive attempt even had them check the box Include items with
"Dont archive" checked. Did this just incase for some strange reason the
items somehow got Don't archive checked.

This still didn't work and email items older than Feb 29th still remain in
the subfolders of inbox.

Any ideas what is happening?
