Outlook 2003 outbox messages not sent

Does anyone know an easier way to send edited outbox messages?

In Outlook 2003, I've noticed that when I open outbox messages to add
something to them before sending them, then click "Send" button, the
messages still have a "Draft" icon and don't get sent out when I click on
Send/Receive.

However, if I click on Forward (to forward the message), the "Send" icon
appears, and the message gets sent out when I click on Send/Receive.
