Outlook 2003 Rules and Alerts Wizard Dissapears

Hello,

I was trying to add a rule to my Outlook 2003 and ran into this
problem.

When trying to add a rule, the rules wizard flashes for a second and
dissapears. I have read many posts about this issue but couldn't find
a solution on usenet or the web.

Any help is greatly appreciated as the rules features of my Outlook
mail accounts are currently useless.

Outlook connects to a number of accounts on a local courier imap/
postfix mail server.

I have installed all of the critical patches.
