Outlook 2003 SP3, XP , Pent. 4: error when clicking hyperlinks -

I get the following error when I click on hyperlinks in Outlook 2003 SP3 (and
Word 2003):

"This operation has been canceled due to restrictions in effect on this
computer."

The only Microsoft bulletin that seems to match is for this kind of error on
an older PC running XP. Does anyone know a fix that will work. I've cleared
temp files, cookies, internet history, and run Detect and Repair. Nothing
has worked.

Reset your Internet Explorer settings. In IE 6, click Tools>Internet
Options>Programs. There should be a reset button there. In IE7, it will be
on the Advanced tab.
