Outlook 2003 Temp Storage Area

I am so tired of my users opening attachments, editing them, hitting save,
then not being able to find them.
The current way it is setup, I believe the file should be READ ONLY if
oppened from mail. But.......its not.

Is there a group policy setting for changing the Outlook Temporary Storage
Area?
I know of the registry key, but I would like to do this on a global setting.
