Outlook 2003 will not send email

Outlook 2003 will not send email - I get "processing message", which
eventually times-out with "mail not sent - unknown error".
- I can receive messages without problems
- In account setup, all settings test OK.
- The email is only a simple test email - no attachments
- I can send successfully with Outlook Express on the same system
- System is Windows XP SP1/Outlook 2003
- Client is a domain user on a Windows Server 2003 Small Business
Standard Edition Domain (HP Proliant Server, factory pre-installed)
- Gateway is Cisco 837 ADSL modem/router with no firewall (yet)

Anyone's help would be much appreciated

i played around with different options and when i toggled from html format
to plain text format, it fixed the issue for now

I worked on the system today and found that also. The default email
format is HTML, but I was able to send plain text email. The Outlook
"test" email is also only plain text, and I was able to send and
receive that. But Outlook 2003 would not send HTML email (from ANY
workstation) until I unchecked the "Use Word 2003 as email editor"
option (default). I was then able to send HTML email without any
problems.

That fixed the problem, but I think it is only a work-around. I
thought that option meant that WORD could also be used to send email,
but did not prevent sending mail directly from Outlook
