Outlook 2003 WON'T remember POP password

I can not get Outlook 2003 to remember my account
password for my pop accounts. I upgraded from Office
XP. I searched high and low on the web for solutions and
kept running into the ones regarding the Protected
Storage System Provider registry changes. I did THEM
ALL, none work. Rebooted a thousand times and tried
every possible combination of what I found on the web.
This is happening on two separate machines. Please
please please help. It's driving me nuts (especially
since I teach computer science and, obiviously, rely
heavily on email).
