I need help setting up my outlook to send email, my mail has been sitting in
my outbox titled not sent. Can someone help me.

Do you get any errors when you try to send/receive? If you have any
anti-virus software that scans your outgoing messages, disable that scan -
if seems to lead to problems like this.
