Outlook 2007 contacts not in address book

How do I get the Address Book to work with the "to" button in mail? I get
error message: "The search cannot be completed. You must have an address list
to search in..."
1) Contact>properties>outlook address book>"show this folder as an address
book" is greyed out.
2) also cannot delete or add address book from Control Panel>Mail or from
Outlook>file>data file management>address book.

How did you reach this state?
Outlook 2007 has a bug which requires you to create a new profile to fix
address book problems. No timely fix is expected, so create a new profile.
