Outlook 2007 - txt file attachments

A database system application sends out a txt file attachment of database
records which we then import into excel, as delimited text.

But in Outlook 2007 these attachments are coming embedded in the body of the
message and not as an attachment.

Is there a setting in outlook 2007 to force txt attachments to remain as
attachments instead of going into the body of the message when open the
message.

Do you mean the text of the attachment appears in the body of the message, or
that the attachment shows up as an icon in the body of the message?

I suspect, then, that the problem is on the sending side. How is the sending
program formatting the messages? It is properly including all of the proper
headers in the message to allow a mail client to detect the "attachment" as an
attachment?
