In my email list display, how do I make the "subject" field drop to below the
"TO" field

I am in "Normal View". By the way, I just reinstalled Outlook on my new
desktop. It was working fine on my laptop (and still is). Both are the same
version and I checked everything I could find but all match exactly.

There is no such view as "Normal" in Outlook. The mail folder views are
"Messages", "Messages with Autopreview", "Last Seven Days", "Unread Messages
in This Folder", "Sent To", and so on. Look at View>Current View and see
which view you are using.
