Outlook 2k3: Mailto: is busted ???

Patched OL2K3 to fix with no luck. When a Mailto: link is
selected or Mailto: is executed from the run menu. The
systems complain about a bad install of the mail profile
and proceed to spawn abut 60 IE sessions.

Ideas?
