Outlook 98 and Chinese attachments

Hi,

We have a client using Outlook 98 who is having problems receiving
attachments from a Chinese subsidiary. Basically, the attachments don't
appear to be decoded correctly.

We're trying to get them to upgrade to Outlook 2003 so if this is something
that 98 doesn't support, great, but I've been unable to find anything on the
web that would back this up.
