Outlook 98 AND Dr. Watson AND Windows NT

I have a number of users who are getting Dr. Watsons when
either typing a message or switching to a different
application. The users are connected to Exchange Sever
5.5. We've tried re-profiling Outlook, reinstalling
Outlook, copying some files from functional PCs, updating
Jet, updating MDAC, scanning PST files, installing all
applicable patches (that I can find on MS site), and
completely rebuilding PCs. Nothing seems to work. (One
user even preferred to work with a PC that totally locks
up occasionally to working with a PC with this issue - it
is so frustrating). Below is a sample:

Has anyone out there actually had this issue and found a
