Outlook and Templates HTML

Hello,

Have a template.htm that I created in Frontpage 2002 which includes a
background, images, and banner ad manager web component.

Saved all the files in one HTML_Email folder.

How do I get the Template.htm inserted into the Outlook or Outlook
Express message so that all the features work, background, pictures,
banner manager when a user opens it up?
