Outlook as default Mail Client

I am moving to Exchange/Outlook from Outlook Express and
am having a problem with Outlook Express wanting to stay
the default mail client. I have made the changes in IE
under programs and have also made it in Outlook but the
setting in IE always changes itself back to Outlook
Express and all my programs still try and bring up Outlook
Express for email related tasks.

Is there some registry setting someplace that I can change
to make Outlook the default mail client?

Do you have local admin rights on this computer?

If you set the default mail client to OE, apply, close, then back to
Outlook, does it help it "stick" ?
