outlook becomes useless

Hello,

After instlled the latest microsoft patches today, the outbounding
port 25 is blocked. I cannot retrieve the email from ISP with outlook
anymore.

Does anybody know which microsoft patch cause such a problem and
how to remove such a restriction?

Microsoft patches shouldn't be blocking ports. I would suspect something
either from your ISP or from your firewall or router.

Which patches did you install? What operating system are you using?
What kind of firewall are you using?
