Outlook Contacts not available for selection

Have a user who cannot select any of his contacts when trying to address an e-mail. They are not available to the rules either. We have checked and removed and re-added multiple times and from multiple clients for this one user. The error seems to follow the user. Exchange 2000 SP3 and Outlook 2003. However, if you open in Outlook 2000 on a different client PC, the problem persists. The Global Address list works fine. We feared he had somehow corrupted his contacts in the Exchange Store, so we exported them, deleted and re-imported into a new folder... But same issue.

Any thoughts?

Right click on the Contacts folder....properties...Outlook Address Book tab.
Select the checkbox & close out.

If it isn't available for checking, you may need to add the outlook address
book service to the mail profile and then try again.

We've done this multiple times on different Outlook clients - no fix.

Try removing the Outlook Address Book service & closing Outlook, restarting,
and adding it back in. If no go, create a new mail profile.
