Outlook - "Create a message rule"

I am trying to block as much spam (vulgar) e-mail as
possible using (I thought) Outlook Express > Create a
message rule". I highlight when subject or body has word
(ex. teen or viagra) and highlight action: delete and
forward to my abuse center. It is not working. What am I
doing wrong? I am not a novice...and have tried several
approaches. Any assistance/suggestions out there for me.
By the way, when I added my cable suggested virus scan
EZARMOR I took my Spamware off my system.
