Outlook Delivery Receipts

Greetings,
I know that the receiver of a sent e-mail has the option
of not allowing a "read" receipt to be sent. Is the same
option hold true for "Delivery" Receipts? Just curious.

No. Delivery receipts are sent by mail servers, not user's mail programs.
Most ISPs, however, will not send delivery receipts because they allow
spammers to discover valid email addresses.
