Outlook does not receive mail

I use Outlook 2003 on Win XP Pro. Everything was working fine till 10 days
ago.
I could both send and receive. I have two mail accounts set up. I connect
wirelessly by GPRS via Bluetooth.Then suddenly I started to receive error
messages 0x800CCC92. The servers can't authenticate my user name and
password. Both mail accounts can be accessed normally by webmail through my
IE6 browser.
I then switch to Outlook Express 6 and one account works fine but the other
one still can't receive or send. So I changed the smtp server name with a
new one given to me by my ISP. Now it can send but not receive.
I went back to Outlook, deleted and recreated both mail accounts and:
the one that was working fine in Express can receive but not send while the
second account keeps asking me for username and password but it keeps coming
back and back again even if I check the box to save the password. After a
few times I hit cancel and the same old 0x800CCC92 error message reappears.
Again, in webmail mode everything is fine with both accounts.
I am freaking out as I really need to use Outlook for managing all my data
but also to minimize the connection costs as webmail with GPRS is a very
expensive affair. ANYONE COULD PLS HELP???
