Outlook does not recognize emailed appointment

When I send an appointment from my calendaring to invite
people to a meeting some people cannot accept the meeting
because they do not see the accept and decline buttons.
This is the case with people running the same email
client as I am with the same operating system. Is there
a simple way to turn this feature on?
