outlook download problems with dialup when travelling

I was in a conversation with a friend last night in Florida; and he was
having a problem with downloading files with his outlook express. It
seems to interrupt and not complete the download on various occasions
using Dialup, he has no problem with broadband He is using At&T. As it
got later into the night the download actually completed. I attribute
his problem to Bandwidth issues. The later in the night, more
available, at least this it the way it was pre broadband days. Am I
correct in this assumption?
